PROCUREMENT SHARED SERVICES MANAGER – TACTICAL BUYING / REQUISITION-TO-PAY
Location: Johnson & Johnson – Shared Services, Manila
POSITION SUMMARY
The candidate will represent Asia Pacific in the global Service teams for Tactical Buying/Requisition-to-Pay services.
Primary responsibilities include (list is not exhaustive):
- Represent the APAC region in meetings held by global Service owners to help lead and shape the design and plan for the rollout of global service lines in the APAC Shared Services center in Manila
- Conduct Voice of the Customer so that needs of the APAC Procurement community and business stakeholders are documented and voiced in the global team in the areas of Requisition-to-Pay / Tactical Buying, i.e.
- how can Shared Services best enable Category and Country procurement representatives (e.g. set up process for low value spend buying) as well as the business (e.g. support in overall requisition-to-pay process)
- what would be in versus out of scope of the service delivery
- what service levels are required (KPIs/targets e.g. cycle times...)
- what are key criteria for success
- how would the organization model be set up in terms of resource allocation, capabilities, how is exchange of information managed, required technology enablers...
- lay out roadmap to install and gradually expand shared services deployment in Manila to support APAC markets and potentially other geographies or regions
- Start up pilot projects for service delivery in line with the end state model
The candidate should:
- Keep an open mindset and be keen to lead and shape a model that will continuously evolve to ultimately become a sustainable regional and/or global service delivery
- Scope, Plan, manage and deliver assigned assignments (e.g. pilots)
- Maintain relationships with key stakeholders (Regional Procurement, Global Shared Services, Enterprise Procurement Operations, IT, Finance)
- Keep customers central in service delivery: understand needs and develop solutions how Shared Services team can address these with current or future resources. Bring cases forward to regional/global leadership on required team capacity to fulfil requirements or if opportunities to increase scope of work arise. Also seek leveraging opportunities with other Shared Services teams (cross-functionally)
- Understand global direction and strike the right balance between harmonization / standardization vs. local specifics (e.g. customizations required for legal/regulatory purposes)
- Manage resources and resolve conflict over resource allocation and other critical issues
- Map out and once delivery takes place, meet minimum service levels and strive for continuous improvement of service delivery
- Understand industry best practices and technology trends and apply in delivery to enhance service/value
- Drive Credo behavior and collaboration across entire J&J Enterprise (Cross-sector and cross-region) and with external partners
Functional responsibilities include:
- Develop, deploy and where applicable continuously improve Operating procedures and ensure compliance in all process steps
- Identify processes or steps that can be standardized or leaned out to improve efficiencies
- Establish KPIs and metrics and track performance scorecard of Shared Services team
- Oversee and proactively identify areas within Procurement that are opportunities to outsource standard work as well as manage the relationships with the outsourced suppliers
Qualifications
EDUCATIONAL REQUIREMENT AND OTHER SKILLS REQUIRED
- Proven track record in leading and shaping Shared Services delivery teams, ideally in a Procurement (or Procure-to-Pay) Shared Services environment (startup or operational) and displaying people management skills as well as functional expertise
Functional expertise:
- Broad experience with Requisition-to-Pay process and expert level knowledge of Procurement technology (e.g. ARIBA Buyer, ARIBA Spend Management, eSourcing tools, VIEWS/Cognos or other data warehouse & reporting tools, SAP/Lynx & other ERP systems)
Focus on customer and continuous improvement:
- Good problem solving, analysis and troubleshooting skills. Identifies areas for process improvements and leads/participates in implementation
- Strong customer service skills and ability to anticipate customer needs
- Seek feedback on processes or practices; gather perspectives and ideas for improvements
- Examine the quality of tools and customer service. Identify steps you can take to help improve in these areas
- Reflect on your success; determine the factors contributing to strong performance and leverage them to a greater degree
- Analyze the success of recent projects; conduct “after action or lessons learned reviews” to streamline efforts and reduce barriers to results
- Identify & develop the skills necessary for continued/increased future success
- Build your comfort level in receiving and sharing constructive feed­back with peers and partners

- Minimum of Bachelor's Degree is required, a degree in business or related field. MBA/MA/MS is an advantage
- 8-10 years related business experience is required
- Good communication skills; Ability to present complex topics in a manner that are easily understood
- Proficient in English (written and spoken), fluency in AsPac language is an asset
- Flexibility to partner with and adapt to a diverse range of cultures and business disciplines
- Ability to navigate a global, highly matrixed organization
